The cards are now available via the BGG Geekstore and in the 2014\/1 issue of \"Spielbox\" magazine. The cards are shuffled into the power plant deck. If drawn in Stage 1, it is placed at the bottom of the power plant deck. If drawn in Stage 2 or Stage 3, all players must pay 20% (rounded down) of their money as tax at the beginning of Phase 5 \"Bureaucracy\", then the card is removed from the game.
